I haven't looked deeply into them yet, but I suspect that the Anchorage Municipal Code also has ordinances dealing with license plates, especially Chapter 9.52 - Vehicle Registration and Licenses.

• 03/26/1997 - HB 404 has lots of changes to motor vehicle law
• 05/01/1998 - HB 482 changes tax rates according to vehicle age and deals with the senior registration exemption
